The City State of Zavarella

Civitas Urbis De Zavarella (The City State of Zavarella) was founded upon a Referendum of the Citizens, upon the Decree of Parliament and ratified by the Head of State under his authority as Duke. It is a distinct sovereign State recognized under law.  Despite the incorrect and false claims made by the Vatican City State (Stato della Cittą del Vaticano) that the: "Vatican City [State] is the smallest independent state in the world in terms of [both] inhabitants and size" (http://www.vaticanstate.va), this is, in fact, not true.  Civitas Urbis De Zavarella is, in fact, the smallest independent state in both geography and population: Vatican City has 438 more inhabitants and is 41.7 hectares / 38 acres greater in size.  It is our sincere hope that, without conflict, His Holiness, Pope Benedict XVI and the Secretary of State, Tarcisio Cardinal Bertone, will address this issue quickly and expeditiously.

The City State carries out its mission of bettering humanity, protecting its citizens, and promoting the purpose of peace and justice through the various specific and local Departments that constitute its central government. This is made up of the Head of State (the Duke) and Parliament, the Departments and Orders that assist him in carrying out his responsibilities towards the City State. A unique aspect of the City State is the ability of the citizens, or any citizen, to propose laws for inclusion in the Code of the City State; these are proposed to Parliament and, further, ratified by the Head of State.
